If he was blind why did he wear glasses? Was he only partially blind?

He was partially blind. Due

He was partially blind. Due to some accidents in his youth his lost most of his eyesight. Maybe the glasses helped a bit or maybe it was to cover up his crossed eyes.

blind person glasses

Lots of blind folks wear dark glasses. The glasses cover up eyes that don't look normal to sighted folks.

Stevie Wonder, Ray Charles, Jose Feliciano (earlier in his life), Dianne Schuur, George Shearing (Toots Thielemans' onetime employer) are all performers who come to mind who are blind and wear dark glasses.

Sonny Terry was legally blind. He could see things like shapes on a billboard that were 15 feet tall. I doubt that glasses would have actually helped him with vision; they were probably for appearance' sake.
