in the first chorus you play on the bVI7 chord the major 7 of Bb chord,
it's can be considered an outside tone of that chord?
Because it's the fifth of I7 chord

Yes, that's correct. The 6 draw is a textural addition to the 5 draw (5th). If we could bend it down, without effecting the 5, we would... but we can't and we live with the dissonance.
