What is the percussion UF, UH presented by Mr. Filisko for the exhale? I can translate the text, thank you very much. It's also on the recording of 100 authentic blues harmonica licks, by Steve Cohen.

As Joe states in the video, it's the same articulation created when you cough.

It's also the same as what you're doing when you perform a tremolo, but with a little more force.

Specifically, it's your vocal folds building up pressure and then releasing.

You're right that you hear it in other styles as well. We commonly use this articulation when hitting a strong blow note, especially in octaves. One does need to be careful that they don't use it too much (the forceful grunt version of this)... it's heard by the audience and it gets in the way of the music (listeners often wonder "what that funny sound is," so use it judiciously).

P.S., in your original post you say "UF," but the F is where your teeth touch your bottom lip, this is not used. Just saying this to be ultra clear.
