You don't need to sign up, you can follow the LOA program without officially testing (as well as submit material to me for review).
If you would like to receive recognition for completing a level test, you would submit your full compliment of test material when you're ready to test. Here's where you can find information on how that works https://www.bluesharmonica.com/levels-of-achievement There is a testing fee.
