Im a little confuse about "blues break". It is only when short liks finish at first down beat of next bar?

You're correct... when a short lick finishes on the downbeat of next bar. It's specifically when the band stops for a few beats... leaving those beats silent for the singer or soloist to play. Muddy Water's "Hoochie Coochie" man is a good example.
