David G'Day when I am converting a lick that starts with 3+ into a sequence do I start counting from 2 or 3+.  3+ would be 4 and 2 would be 4+  ??.  Confusing. Im guesing that 2 and 3+ is counted as one therefore 4 draw (sounds like) would be the sequence note.

Hello John. Exactly, 2 and 3+

Hello John. Exactly, 2 and 3+ are the same note, so they should be treated the same. I assume you’re doing a sequence to the IV. If so, then if the lick starts on 2/3+, which is the 1st scale degree of the I7 chord, then you want the 1st scale degree of the IV, which would be C, 4+.
