3 draw bend don't seem to be there.

I bought a Manji and noticed that the 1/2 step and full step bend are very hard if not impossible to get. the Step and a half bend is fine. Could this be a gapping issue? I can bend and have been playing for several years so bending should not be the trouble.

Sorry to hear you are having trouble with your Manji harmonica. Since my tour of the Suzuki factory in Hamamatsu, Japan a few years ago, I have serviced numerous Manji harmonicas. As a production harmonica, I have found the Manji reed plates to have extraordinarily close reed to slot tolerances.
Let's isolate the "tool" from the "mechanic". Please send me close up photos of the 3 draw and blow reeds, and a sound track of your playing. This will help me assess your situation, and provide you with my best advise.
